The import store in Kyoto at Sanjo (I forget the name, the one just past Starbucks at the Kehain Sanjo station river crossing) has Halloween candy but I doubt it is cheap. As for buying Halloween cookies, if you are looking for ones shapped like bats, etc you would probably be better off baking yourself: I have never seen Halloween themed cookies.
As a suggestion, what about giving the kids a sticker that is Halloween themed? I have done that before . . . far less work, no problems regarding food, and WAY cheaper.
Yeah you won't find Halloween candy for cheap. But you can find it at Toys R Us if you don't want to head to Kyoto for it.
And yeah, for cookies you'll have to make them yourself or you could buy Oreos or something and pretend theyre Halloween.
I second the stickers. You can buy sheets of Halloween stickers at the 100 yen store. No one will give you a hard time about handing out stickers ;)
